Departments

The Administration Department performs many functions for the City of Langford. The department receives, analyzes and resolves citizen concerns, complaints and inquiries; ensures a secure financial position for the City; and provides leadership to all City of Langford employees. In addition, Administration provides clerical and staff support for Mayor and Council, and the Administrator.

The responsibilities of the Administration Department also include the production and distribution of Council agenda materials and correspondence and overseeing Records Management.

Legislative Services
The City of Langford’s Legislative Services Department incorporates Records Management, Freedom of Information requests, Property Information requests and Agenda Management. The Legislative Services team facilitates the identification and management of all the City’s records and the creation of an electronic repository of all City Records. Records are a valuable resource as they compile the City’s “corporate memory.” Records Management optimizes the accessibility of records while applying controls to ensure that the records are effectively and efficiently used, maintained and disposed of, when required. Records department also provides property record information including permit information, building plans, surveys, sewer authorization and more.

In addition, Freedom of Information requests are fulfilled by the Legislative Services Department. Requested records are compiled by the FOI Coordinator and are managed in accordance with the Freedom of Information and Protection of Privacy Act.

Human Resources
Human Resources is responsible for the management of the City employee life cycle by supporting the recruitment and hiring, training and development, health and safety, and performance management of all City staff members through the development and management of employee policies and procedure guidelines, collective bargaining, and compensation and benefits. Their role also includes strategic human resources initiatives like diversity, equity, and inclusion, leadership development, and succession planning programs.

Economic Development
The City of Langford takes a hands-on, proactive approach to supporting business development. In addition to economic development, this department is responsible for setting and delivering the city’s tourism strategy in partnership with local hotels and other tourism stakeholders. The City of Langford’s Building Department is responsible for administering the City’s Building Bylaw No. 1160, the current BC Building and Plumbing Codes and the BC Building Act which governs the roles and responsibilities  of all building officials in the province. The department reviews and issues permits that demonstrate conformance to these bylaws and codes.

They then do a series of on site inspections to ensure these standards are being met and issue occupancy certificates at completion to attest that all set out requirements have been met that ensures public safety and fire concerns.

The Bylaw Enforcement Department is mandated to increase public safety within the municipal scope, uphold minimum community standards known as bylaws, reduce social nuisances and liability risk for taxpayers, and ensure City agreements, permits, and process requirements are fulfilled.

To meet this mandate, the Municipal Bylaw Enforcement Officers field complaints from citizens, other City departments, and outside agencies. They interpret bylaws, monitor and investigate matters, mediate, and enforce using education, warning, and legal recourse as appropriate to the particular case. Voluntary compliance is always the goal and also the typical outcome.

Bylaw Enforcement Officers also patrol the community on a varying schedule and work very closely with the Westshore RCMP and Langford Fire Rescue. Patrols enable officers to observe violations in progress and most importantly, provide a preventative enforcement presence. The Bylaw Enforcement Department has deployed a supplementary security company for overnight patrols, continuously since 1994.

Langford’s Engineering Department serves your needs in several aspects of community building: construction activities related to subdivision and capital projects/public infrastructure and public works such as road maintenance and repairs, as well as the City of Langford’s ongoing beautification efforts.

The Engineering Department is organized into two areas: Construction and Public Works. Staff liaise with local counterparts at BC Transit, School District #62 (Sooke), and CRD Water all to ensure the best services possible for the City. The Engineering Department also coordinates with West Shore Environmental Services Inc., a member of Nexus Water Group, who are responsible for sewer collections systems within the City of Langford. Staff are overseen by the City Engineer who works closely with the Approving Officer for matters related to land development and subdivision.

Two City bylaws in particular govern Engineering staff’s ability to service the land in the City of Langford: Bylaw 1000, Subdivision and Development Servicing Bylaw and Bylaw 33, the Traffic Bylaw.

The Finance Department is the fiscal steward of the City of Langford’s financial assets and functions as financial advisor and financial administrator.

In support of the City’s operations, the Finance Department provides budget control, financial reporting, and administration of information systems. Financial information is provided by Finance to Council and other City departments to ensure the City is able to meet Council’s future service expectations. They also provide this information to the public and media to ensure an informed citizenry.

City of Langford’s Finance Department is City Hall’s most public component. Situated at the main entrance, the Accounting Clerks are able to provide you with superb assistance to citizens’ needs on the topics of Property Taxes and Home Owner Grants either in person at City Hall, or by phone.

The Treasurer of the Finance Department is responsible for the overall financial operations of the City of Langford including management of the Finance Department, insurance and risk management. The Deputy Treasurer manages the day-to-day accounting functions of the City.

Langford Fire Rescue has been City of Langford’s primary fire and rescue organization since 1947.

Langford Fire Rescue is a composite department, comprised of both professional and paid-on-call firefighters. Over 60 strong, Langford Fire Rescue is well-equipped to extinguish fires, extricate traffic accident victims, and save people on land or lake.

Langford Fire Rescue prides itself not only in responsibility to the community’s safety but also the welfare of those within and beyond the city limits.

The City of Langford uses innovative technologies to increase the efficiency of staff and reduce wasteful mountains of paper documents. The Information Technology (IT) Department consists of two distinct sections working together to support the City’s internal information systems. The role of the IT Department is to help City Hall operate more efficiently through effective use of technology. Information Technology gives an organization such as the City of Langford a competitive advantage by providing staff with quick access to quality information.

The core IT staff is responsible for all computer hardware technology, line of business software applications and corporate database systems. They also act as “IT Consultants” to help internal staff make the best use of technology through educating all staff members on the new and advanced technologies and programs used by City as soon as they are acquired.

Geographic Information Systems (GIS)
The City of Langford’s GIS Department manages the creation and maintenance of the City’s corporate geographical information. Geography forms the foundation for all municipal information by tying a variety of activities together by where they occur. This integrated approach to data allows City staff and residents to make big picture decisions and express them visually.

Langford’s Land Development Department offers services in regards to Subdivision and Land Development within the City of Langford. This department works closely with all departments in City Hall and developers in regards to Provincial and Municipal policies and regulations as it relates to land development in the City. The Land Development Department is headed by the Approving Officer.

Land Development issues the Statement of Conditions (often referred to as “PLA” in other municipalities) that a developer follows to gain subdivision approval with the Approving Officer.

City of Langford’s Parks and Recreation Department is mandated with overseeing the planning, development and maintenance coordination of parks, trails and recreational facilities integral to the beautification and livability of the community.

The department focuses the City’s future park and recreational needs and makes them a reality. Residents of Langford need only to look at their public open spaces to see the creativity and experience of Langford’s Parks and Recreation Department.

Much of the department’s duties and time involve Capital projects such as Glen Lake Park, upgrading the Langford Lake Aerator and City Centre Park, an International Northwest Parks and Recreation Association award winner for innovative design. The day-to-day operations and maintenance of park infrastructure occupies the rest of the department’s resources and is crucial to the longevity and safety of Langford’s facilities.

The department coordinates tree planting and evaluation, the erecting of memorial benches, assisting the public and other stakeholders with enquiries and concerns and partnering with other City of Langford departments on land development issues. The department interacts with other agencies, groups and individuals to facilitate their programs and/or events in Langford’s fabulous green spaces and venues.

The Planning department manages applications for development permits, rezoning land, varying bylaw requirements, and amending the Official Community Plan.

The Director of Planning is authorized by Council to issue Development Permits and Sign Permits that conform to the Official Community Plan.

The Planning Department maintains two key documents for the City:

1. The City’s Official Community Plan and
2. Langford’s Land Use Regulation – Zoning Bylaw No. 300.

The Official Community Plan (OCP) provides guidance and direction on a variety of topics, from land use and urban design, to housing, transportation, and community facilities. The OCP helps Council, staff and citizens make decisions on where to locate housing, identify transportation priorities, and the provision of municipal services. The Zoning Bylaw establishes regulations for the development of land in the City of Langford.

West Shore RCMP Detachment proudly serves the City of Langford, and four neighbouring municipalities, an electoral area, and two aboriginal communities from their detachment in downtown Langford. Together, these communities are called “West Shore”.

West Shore Detachment is also home to the Victoria Public Safety Answering Point Dispatch Centre where 9-1-1 calls are taken and transferred to RCMP, Fire or Ambulance. The Victoria Operations Communications Centre employs 17 full-time and eight casual employees.

The members, staff and volunteers of West Shore RCMP Detachment are committed to, and strive to deliver, excellence in policing services. Through the prevention and reduction of crime, in partnership with West Shore communities, their objective is “Safe Homes and Safe Communities.” The RCMP will meet the challenges faced by the community and are proud to serve the West Shore.
